An armed society would be a very polite society. In Yemen, everyone is armed to the teeth, always. Their crime rate is basically zero.
--But tougher laws do work, if applied. My fren lived in Saudi Arabia for several years. He said you could leave your wallet and keys on top of your car, and come back the next day to find it all there. They still amputate theives' hands...it's barbaric, but it works.
