If the server is still online, it can be accessed by IP address. If you go by URL and it doesn't work, then the DNS was knocked out.

Not if cloudflare is reporting 502 because even it can't reach it. If it can't reach it maybe we can't either?
Maybe the site refuses to serve traffic unless the http headers have cloudflare specific tags or if the request comes from a cloudflare ip?
