A study should be made to look into this - some fine examples include the US government, the Israeli squatter regime and Ukraine

1 hour ago (Edited) In Ukraine they were able to fully realise everything that their greed and selfishness alllowed them to, unlike in Russia. Thankfully Putin was able to reign them in sufficiently so as for Russia to proser inspite of them.
Sadly for the Ukrainians they were unable to do the same in that crucial period duting the transition from communism to capitalism.
