You mean the Port Arthur (((Massacre)))? Read up on the purported "shooter" - Martin Bryant. Not the brightest crayon in the box, and lots of inconsistencies in the official storyline. Been awhile since I read up on it, but the word patsy seems likely here.

I think most shootings are patsy involved. Uvalde and Sandy Hook are classic examples.
