Would you criminalize guns for just blacks, or the entire population?
The entire population. If a certain group of people had to be banned it should be people below a certain IQ and certain levels of anti-social behavior because the problem is people like that. Yes, blacks on average are more like that than other races, but the real issue is those traits, not melanin.
Of course putting that screening in place would require hiring a lot bureaucrats to formulate and administer said tests in whatever form they might be. It would be easier just to restrict guns (based on background checks, type of gun/ accessory, etc.) or ban then.
