Not much, it means that very essential services (security, military, etc.) will continue, but no paychecks will be issued during this time. Essential programs will continue, but many will be shut down. Regular bureaucrats will be put on suspension and told not to report to work. The president has the ultimate say-so in what continues to run and what does not. Ultimately, this is a pissing contest between two sides that can't agree. When it's all said and done, nothing will happen and you won't notice any difference. Chances are, suspended government drones will be presented with back pay.
