I'd advocate a state law that heavily penalizes high-net-worth transplants, and call it the "Fair Cost Compromise OFFset" (FCCOFF!). It could fly, since it effectively targets those moving from high cost of living states (liberal states) and not the other states... they'd take it to the SCOTUS probably

Not sure it would change anything though. They're fleeing the high taxes, but also the nutty politics. Yet they aren't smart enough to realize they're bringing the same politics with them. It's a no win for anyone.
