Legally, they can do whatever they want with the land and restrict residence to whoever they want so long as it does not violate the laws of the surrounding jurisdictions. The plans to blast loud music and the scarce water resources are their only legal hurtles to building that invasion beachhead. While I do not approve of them building a colony in our nation to leech off of our hard work and eventually ruin everything, I don’t want to undermine the laws they are using to maintain control over that place.
