If police are softer on black criminals, then black people won't want to live in black neighborhoods and will pressure Resident Xiden to build homes for them in middle class neighborhoods (skipping where rich people live), to spread the crime around to dilute it where it currently thrives.

Police racial segregation must happen. If Floyd overdosed with a black officer using the standard pin move that every officer learns in basic training to handle a criminal not following direction it wouldn't even have made the news.
