Probably, but I don't think she's really a threat. She's just yelling (just like most people required to stay in their home or be arrested) and hasn't shown anything that could be considered a threat in this video (that looks highly edited for some reason, unlike the outspoken lawyer, Chen Qiushi, who actually leaked tons of video evidence with his claims).
