Look at the avatars on the accounts. One has the tag "no steppy". "No step"/"No step on snake"/"No step on snek" are all plays on "Don't tread on me" from the Gadsden flag. Often used in a post-ironic manner.

And another avatar is one of the million Groyper variations. Another "alt-right" meme.

Whoever is running these accounts is trying way too hard to blend in and pass the accounts off as based, anti-tyranny, pro-rights and pro-white accounts.

It's either that or it's the left has zero memes and they're just trying to be meme-y... by any memes necessary to paraphrase the commies. I wouldn't imagine the average twitter user knows about pepe or chans. The ones that are real accounts I'd imagine are you're basic bitch npc's. So who knows, twitter is about 75-80% bots anyway. Let 'em have their circle jerk. It's always fun to point and laugh at jack's empire of lies.

They're definitely controlled accounts and they're trying to use right-wing meme language that they've picked up from lurking the shit out of the chans and elsewhere. But like you said, the left can't meme and it's always extremely obvious.
