Many high tech workers are replaceable these days... writing code is not THAT hard and the universities have been cranking out CS majors. Designing and innovating down at the silicone level is a VERY specialized skill set. These people are all very employable. They could go to AMD or NVIDIA in a heart beat. Intel simply cannot afford to lose 20% of these people.
