The stay is permanent (affirmed) until appealed to a higher court. There will be a court lottery to determine which circuit court gets to hear it, then if the stay is upheld there it could be appealed to the Supreme Court. If they deny cert, it's finished and the stay is actually permanent 100%, if not they will then hear the case and decide on the merits (supposedly, probably the libshits will just vote in favor of the mandate no matter what, and perhaps a few of the cuckservative justices would as well).
Overall the legal arguments the Pedo Joe administration has brought to support the OSHA based mandate are really shit even to a layperson, so IMO it has very little chance of going forward ultimately.
