Uhh... Did you read that? In the quote they mention globalization of food supply chains as the reason developed nations would be at risk, which implies that the opposite approach is preferable (i.e. local farmers and home-growing in conditions one can test/supervise themselves). This seems decidely pro-home gardening to me.

They want their chosen local corporate domestic farm to be in charge of good supply. New Zealand banned home gardening under some pretext or the other.

Bad as NZ gov is, that's a myth. It's not at all illegal to grow your own food there. They're strict about potentially invasive plants, but that doesn't apply to most of the stuff you'd put in a vegetable garden.
