They're most likely making it resistant in the lab for biowarfare. These old diseases are having a resurgence because immigrants are bringing these diseases with them. If not in them then on their clothes, etc. Immigrants are no different than kudzu or those fucking python invasive species. They spread their species and destroy the environment.
