The news source in OP says they got the photo from the police. Another says they got it from facebook. They all look the same, therefore not all of the news agencies colluded outside of selecting the most attractive photo.
I say she edited it herself... or at least with the help of a phone app. You can see how shitty of a job it does colorizing when you look at a larger version of that photo.
