I'm going from memory so I might be a bit off. I believe an IQ of 85 was the cut off for being retarded, someone realized this meant 50% of pavement apes were retarded by definition since their average IQ was 85 so they changed the definition for retarded. This type of hide the problem with niggers by reclassification still goes on, they're even getting lazier about it. For example, during the obongo admin they instructed schools to simply ignore when younger niggers get in trouble so the numbers looked better.
