The law is written in english, but liberals will harp on the exclusion of a concept to prove it still exists. A great example, is that because some states didnt ban officially write a law to ban slavery until the late 90s, it was still happening until then (this was actually an argument they used to claim). They completely ignored federal guidelines that made such a law obsolete at the state level. So yes, liberals are THAT stupid
