Roosevelt knew the date 12 days in advance and he ordered all the ships back to port so they could be destroyed.

I think a book came out in the 70s from one of the Japanese pilots and at the time he thought it was a stroke of pure luck that all the ships were in port only to find out later the Japanese were baited into attacking it.
