I get the feeling these types of policies would only be possible in an ethnically homogenous society (as long as it had the economic provisions to provide enact such policies) where everyone is practically pulling together in one direction for the betterment of the nation. There's no way these and similar policies would ever work in the current "gibs me dat" occupied Western Anglosphere.
