Evolution sees these beings as successful because they lived long enough to make more of themselves, not because they are good at cohabitation with others, or smart enough to envision all the groundwork and infrastructure of a basic town let alone a city. I think the Europeans were subjected to harsher conditions which forced them to cooperate. Africans are what happens when you have it good from the start and don't see the need to improve.
