I think it is the community college that sets those rules, they had that where I live where you can't enroll unless the HS was aware and okayed it
Then find a different college and give them your money. If not allowed at any college within a reasonable distance, do distance learning. Anything to keep that kid occupied with solid learning and give him a good head start.
