Both happen at the same time. The smart kids aren't challenged and end up quickly doing the make-work designed to help dumb kids practice until they get it. Then they start "acting out" instead of sitting still and staring at the wall like an automaton and they get labeled as a problem child. Meanwhile the dumb kids get bored of constantly practicing the same shit they still aren't getting and start to cause problems.
It is an endless spiral of suckitude that ensures nobody is properly educated.
