This is dysgenics at work. The blacks in the middle or high end of the Bell Curve (i.e. that have a smattering of White DNA) abandoned that place soon after all the Whites fled. All that are left are the dregs of black society to breed and multiply. There is no way to improve them. In fact they will get even stupider and more barbaric over time. We should have picked our own cotton.
