I agree with you, discipline is missing all the way down the line. Just like it's turtles all the way down. It should be discipline all the way down, and neither of these brothers had or have a positive male influence on each other, and when the little shit finally gets something vaguely resembling fatherly love the state steps in and cucks the whole situation.
