Unfortunately, unlike the Mafia which provides negative feedback against greed in the form of concrete boots and bullets, there is a positive feedback loop which amplifies bureaucratic parasitism. Government institutions always find ways to expand in size and scope. Each new law and regulation creates bureaucratic infrastructure to maintain it, which in turn begins to metastasize. That is probably the main reason why laws and regulations are created!

Oh I completely agree, human labor, especially technical paper pushing like bureaucracy, is specialized work, and being government subsidized opens the door for theft and graft. It's easier to waste other people's money which is what government does to maintain itself.
