Ancients used to kill criminals publicly and in a very graphic way; hanging, beheading. And I don't think this was because they were more sadistic than we are today or less "civilized"

We could discuss for hours the real or supposed reasons, biological, cultural, medical or otherwise, generating such behaviors/individuals. It's not going to provide a fix, there's no fix.
