Do we have any data from actual incident reports where shields were used to successfully stop rifle rounds? I know ballistic shields have stopped bullets fired from pistols (9mm IIRC) without having much effect on the shieldbearer.
Somehow, I just don't think a ballistic shield would be that much help at stopping a guy with a rifle. Only way to do that- is to fucking shoot him. The shield isn't going to help you shoot him, it's just going to give you a false sense of security- and that's what these cops wanted, to feel "safe" when he finally made their fucking move. THIS IS BULLSHIT, SHOULDN'T TAKE THE JOB OF POLICE OFFICER IF YOU AREN'T READY TO DIE ANY FUCKING DAY. Not that you want to die, but that you're prepared to do so on any given day, for a perfect stranger. That's your fucking job, cops.
This shooting was remarkably similar to the Columbine shooting. Cops didn't enter the school until like a few hours after the shooters had killed themselves, and the SWAT team only reached the library (where most of the killing happened, and the shooters killed themselves there) about 4 hours after the shooting began. Four fucking hours. The parents were outraged, of course- there were half a dozen officers standing at their patrol cars about 20 feet from where the killers were shooting kids in the library. There was a door that led from outside into the library, and it was propped open. And these cops just stood there, reporting "Shot fired, shots fired, multipe shots rapid fire" each time a shooter fired. Very helpful, right? Without those officers standing there reporting on every gunshot, we wouldn't know how many times the killers fired their guns, and wouldn't that be just tragic?! (Heavy sarcasm)
Supposedly, the Columbine shooting led to sweeping changes in how US police forces would address active shooting situations. At the time of Columbine shooting, the protocol was geared towards "Containment of the threat"; this would mean forming a massive perimeter around the scene, setting up a command post, and essentially laying siege to the gunman. This is retarded for a number of reasons, primarily because it gives the shooter a ton of time to murder people.
Post-Columbine, it's supposed to be: "LOCATE AND ENGAGE THE SHOOTER AS QUICKLY AS POSSIBLE, WITH OR WITHOUT BACKUP. Communicate your location and what you're doing, and then FIGHT THE SHOOTER." This is simple- if you start putting bullets on a shooter, they will turn their attention from the helpless, unarmed victims and onto the armed/armored cops who are shooting at them. Every second that a cop has the attention of a shooter is a second that the shooter isn't able to murder a child or w/e. But that's not what happened here, this was just Columbine 2.0- Mexican Edition.
