If Abbott would just say the words publicly, on radio or tv: "I'm calling on the citizens of Texas (or NM/Az/Ca) to defend our border.", it would bring the invasion to a screeching halt as soon as they heard it in Nuevo Laredo. It wouldn't hurt to shoot a few well-known mules first, though.

There are already militias down there helping out the border patrol. They aren't shooting the shitskins or whatever but they are helping to patrol and have been for a while.
