The points about mild steel, appropriate container, and transferring the contents are excellent. Yes they may have inferred degradation of vinyl chloride into gas by the temperature of the tank exterior, but that does not explain the valid points made by author. It looks like no fact based plan to safely haul this material.
The author taught me more about the safety requirements than I could possibly know. These are the facts that destroy any counter argument.
The tank could have been cooled by fire hoses, then using dry ice and alcohol. All the excuses are dumb. They intended to gas people. Or it was just cheaper than cleaning it up.
