Because God forbid we should just wait and see if a problem develops and then just fix it. Better to appease the regulatory fussbudgets by just crushing everybody equally now, just in case. This is why the left never wants to talk about how much their additional regulations will cost. The total possible downstream economic effects of doing shit like this to people, "For their own good."
