Why simulate it? Why not seal them in a small chamber and let them run out? Hypoxia stimulates feelings of euphoria.. which is part of the reason why its a dangerous condition typically. Pumping nitrogen in can't be less expensive than simply allowing them to rebreathe their own co2.

Sounds like an easy way to go. It's what I have prepared for myself should the need arise.

Helium should work too. All you need is that, a CPAP mask and some tubing. Inert gas asphyxiation is what it's called.
