The definition of "prime" depends on who you're asking.
Remember the massive australian coastal wildfires that raged a couple years ago? Yeah, the fires literally burned along the path that Virgin had plans to build a massive coastal railway. Saved them billions upon billions since all the land was cleared of people and forestry due to the fires. Something like a dozen people were arrested for arson. No one was talking about how Virgin had an undeniable motive to start the fires.
It's all theater.
