Harsh, john, but I came to the realization some time ago, the the gov't wants to use troops as from a union hiring hall. Got a war? Get troops. War winding down? Lay them off. They do not care about the troops, at all, until the next war. You are on your own 'til we call again.

You’re not wrong, but that’s an army centric point of view: your raise an army. You maintain a navy.

My use of Troops was intended to be general. All branches are, or have, hemmoraged personnel. The Navy has squandered many millions just in the last 2-3 years. Maintaining ships and facilities is expensive, and hard work. To not do it is harmful.
