Just because they want to eliminate plastic bags doesn't mean that plastic recycling will go away. Those recycling companies will just move on to other plastics, or be shutdown. In Canada, after the plastic bags ban, companies switched to other forms. They did take a hit, and would go back if they could because better profit and work. Plastic manufacturing is already buying resin from China, they don't want to have to buy recycled resin from there too.
