Easy solution. Make the moving forward of the clocks in 2025 the last time it ever happens, then end the screwing with the clocks right after. There is no benefit for the winter months to "fall back". Ask Anyone who lives in the Northern States: you end up driving to work in the dark, not seeing the sun all day, then driving home in the dark.
