Have a emergency bag in your vehicle (even in a city you can freeze to death). Make sure to have some warm blankets and extra socks, gloves, hats in your car. It's also a good idea to have a change of clothing in the event you get wet (like if you have to try to dig out). Have a collapsible shovel, some salt or cat litter to gain extra traction.... etc. Ask me if I have lived in a cold as hell place with bad weather without asking me...

On some roads you might not see another car for DAYS. People don't believe me when I tell them that but it is a fact. You have be prepared to shelter in place if things hit the fan until most likely a local finds you and helps.
