How about this. Why just require it of truck drivers? To work in America, you have to speak English. Simple as that.

Was living in central NH and I had 3 Canadian drivers carrying loads of lumber ask me while walking to work for directions in french to a lumberyard with a huge english sign 50 ft in front of them.
