Literally it just translates to "fool" or "idiot," but it has a more nuanced meaning. It's the term used for the victim of a con. The con man is celebrated for his cunning and success tricking the дурак out of their money.
You can't build a successful society without a critical mass of trust, and that trust can't be misplaced. There's always some background level of cheating and thievery, but if it becomes prevalent enough to break down societal trust the whole house of cards comes tumbling down. That's why there never was any great Slavic civilization.
