Can't tell from the image, but a short magazine might be hidden. 10 round mags commonly found in commifornia are hard to see.
Could have one in the chamber and that's all you need.
A patriot may have to smuggle a round in. this might add some bacteria to the round, maybe cause a nasty infection where it hits?

I have never seen anyone do it. I doubt anyone in the NG would spend their own money to buy something as stupid as a 10 round mag when the Army issues you a 30 round.
