im not that well versed with usa politics.
but from what ive been taught about politics here by people who know alot more than me about it (i didnt absorb all of it though, but it was good)
anyway....
the prime minister - and his government/administration - are basically the ones which get to decide on what to vote about.
the vote still has to go through the senate/houses, whatever.
but the admin/government - gets to choose what to 'feed' it.
so.... they dont have dictatorialship like i assume people imagine.
maybe they have some emergency powers though...
