This is an overly complicated intrusive program that amounts to collecting about $5 per car per year. It's going to cost more to implement than it would collect in the first few years. Plus, it de-incentivizes electric cars, which they seem to love so much.
It's just stupid on so many levels.
I'll solve it - stop only awarding contracts to hand-picked union companies. Put projects up to a public bid (no points for minority-owned businesses either). It would save so much money.
