There are drugs IN PRISON

Prohibition does not work even in the most gaurded protect walled places.

You could have 50% of the population guarding the other 50% and there would still be drugs And alcohol.

It's not lack of will it's lack of understanding. The ",drug problem" is made up. If they were legal it wouldn't be a problem.

It doesnt matter. It doesnt matter if prisoners do drugs. The point is you dont let them out and most importantly you dont let them reproduce.

Do blacks abuse drugs more than whites? Of course they do. Why? Genetics. Deal with the problem genetically.
