That is bullshit. Wood alcohol was used as a cut in bootleg moonshine, and that’s what was killing people. Government guilty by proxy.

The only reason prohibition went through was economics. They started imposing income tax on people and no longer needed taxes from alcohol. Until then it was heavily imported and tariffed.
