As far as not doing anything about it, well, he technically didn't have to power to do anything about it.

He "technically" didn't have the power, but in reality, he had oodles of power. 100 million armed Americans, many of whom are better marksmen than either police or active military and many of whom are better equipped than either as well would have killed and died if he'd said the word. That's power. That's all the power any leader ever needs, and he squandered it and threw his supporters under the bus, because he was simply too much of a coward to cross the Rubicon.
