The bill implements a test system that allows the government to track every mile you drive in real-time. Then you'll be taxed on miles. This is a regressive tax because it will fall harder on lower-income people than on rich people.
Back when I was broke, I drove 40 minutes on the highway one way to a $9 an hour job. This was just 10 years ago. That tax would have wrecked me. Only reason I went with that job was because the pay was higher than anything in my area for unskilled, and I drove a little four banger Focus. Those get great highway mileage.
