I'm not sure if Texas is messing with their plan. Why wouldn't they deploy their National Guard?

California would never use their national guard unless Aunt Nancy told little Gavin to do so. Texas is messing up their plans

I was referring to Texas deploying their state's NG but anyway I found my answer... The President or SECDEF needs to activate the National Guard and then the governor needs to consent to the activation.
