The president can fire in those agencies at will. he could fire ever head of the agencies until one actually did their job as a temporary appointment without even congressional approval.

But he kept comey and Barr and Wray and all of them and even CHOSE them.

I agree in part. He held off way too many firings thinking his 2nd term was guaranteed.
