The decay will never be reversed without addressing the root cause. America was de industrialized. Classically cities existed as a place of exchange of physical goods or expertise usually built around large industry that required lots of workers near by and a concentration of skills and products. Since everything was outsourced and shipped from china through the mail to your doorstep there is basically no reason for cities to exist at all in western nations. Because they no longer fulfill their sole functions or those functions are no longer needed all of them will be collapsing into ruin over the next several decades. They no longer have a backbone of productivity and skilled populations to fuel their expansion nor normal upkeep of their infrastructure at their current sizes.
This is the root problem before you even address forced demographic change via a large influx of disparate and incompatible cultures of people and races. Get out of the cities as their fates are sealed and written in stone.

Get rid of all non-Whites and allow Whites to rebuild these areas without niggers ruining them at a greater pace and they'd return to being great places to live within 20 years.

No its when they outsourced the whole country and every viable industry to china. They packed up entire factories and all of the equipment and shipped it over seas told all the engineers to reassemble it there and teach the chinese how to run it. It took about 30 years for them to move everything. The 90's were just a dead man walking around didn't even know he was dead yet. Immigration in was the second part of their plan. Just stopping or reversing immigration wont solve the problem. Your going to have to stop importing from china too and rebuild industry in the US and your base stock to run it all and set it up don't have any of those skills anymore so it will take 30 years to bring them back up to speed. The chinese aren't going to sell you their factories and engineers to figure it out again like the deal handed to them by the jews.

They have no reason to exist so fill up with non whites. Look at the whites remaining in any cities in the US. They produce nothing beyond pushing paperwork back and forth between each other. They have no skills and produce no products most of them work in service labor positions or pushing financial instruments around or work for the government enforcing and endless list of meaningless regulation to prevent capable people from doing anything. Without industry no skills are reinforced or practiced and no advancement is made because those things are downstream of the practice of manufacturing complex products and ideas. You cant base a city off fine dining and food trucks or lawyering or doctoring. Tangible goods production and developing a highly capable intelligent populace from industry are what builds cities. As soon as the industry stops the system eats itself. Smart people leave and go elsewhere where their skills are in demand and the cost of living is cheaper and they can be around other skilled people and be less reliant on a system that is cannibalizing itself. The politicians of course think they can just replace those people with the third world but they can't and they inevitably turn into the third world hell holes we see now.
