Anyone in Virginia will be able to say, "white people are x," or "black people are x," and suffer no legal consequences. However, if the same person were to say, "Jewish people are x" they would be guilty of anti-Semitism according to the proposed definition, and thus subject to fine or imprisonment.
Further, the proposed law would elevate Israel above all other nations of the world, including the United States, in the eyes of Virginia law. When AOC and other liberals were criticizing Donald Trump's immigration policies by comparing detention centers with Nazi concentration camps, they were well within their First Amendment rights to do so.
